Officers Arrest Frankford Man on 4th Offense DUI Charge After Serious Crash in Frankford – Delaware State Police

Delaware State Police have arrested a 51-year-old man Thomas Milligan of Frankford, on fourth-offense DUI and related charges following a crash that injured two men in Frankford last night.

On May 11, 2024, at approximately 8:47 p.m., a Subaru Outback was traveling north on Dupont Boulevard in the left lane south of Frankford Avenue. At the same time, a Mazda Protégé backed out of a private driveway in the 34000 block of Dupont Boulevard. This caused the front of the Subaru to hit the back of the Mazda. After the accident, the Subaru left the scene of the accident, but was located unoccupied a short time later. Officers searched the area, located the driver and identified a Thomas Milligan. When officers spoke to Milligan, he showed signs of impairment and was arrested. Milligan was not injured in the accident.

The occupant of the Mazda, a 19-year-old man from Frankford, was taken to an area hospital for minor injuries and released. A 30-year-old Frankford man was taken to an area hospital with serious injuries.

Milligan was arrested and transported to Troop 4, where he was charged with the crimes listed below, arraigned by Justice of the Peace 7, and committed to the Sussex Correctional Institution on $4,850 bail.

  • Lack of insurance certificate
  • No registration card in possession

Northbound Dupont Boulevard was closed for approximately three hours while the scene was investigated and cleared.
